Permits and energy code
County permits run through the TLMA Building and Safety department's PLUS portal (rivcoplus.org); city jobs go through the city's POSSE-based permit portal.

If leakage targets fail, the ECC-Rater runs a physical smoke test to find every accessible leak.
Two utilities, very different rates
RPU (city of Riverside)
Riverside Public Utilities' average domestic rate runs around 21 cents per kWh on the tiered baseline - one of the better deals in Southern California.
SCE (most of the county)
Southern California Edison averages roughly 34-35 cents per kWh, and the TOU-D-4-9PM summer peak reaches about 58 cents. Pre-cooling before 4 PM is real money here.

Inland valley care
Riverside attics hit 130-140 degrees in summer - mastic-sealed ducts matter as much as the unit itself.
